However I don't find it anywhere, I checked everything in the Files app, the Photos app, I looked under Settings - General - Storage - Telegram and there is no option to do anything, also in the settings within the Telegram app (it does have auto-download videos turned on). When I do this on the bottom left of the screen it states "Video Saved".
In a chat on telegram, I clicked on a video which makes it full screen, and then in the top right, I can open a drop-down menu and click "Save Video".
